I have this 2022 penny with something growing off of the "O" on the reverse and not sure what to call it or if its a error of sorts.

No, in fact they are quite common, not considered
an error and add no value. Once the die chips, every
coin struck would show that chip until the die is retired
so there could be thousands produced.
