1994-P Look Like PMD But I Am Sceptical!

The Obverse look like the bust was ground down. But The scratches on the coin a do not support this. Also the bust is evenly worn down without touching the rim or lettering. On the reverse the rim is worn down, but the building is untouched. Trying to figure this one out. PMD or weak strike?

The rims have been ground down.
A weak strike would not affect the rims like that.

PMD , you may never know , and it doesn't matter how it wad done , it's PMD ,that coin never left the mint like that , if you weight the coin you'll see that it's underweight .

Jimmy the only rim worn down is on the rev. The Obv rim is totally intact.

I have to go with PMD as well. The grind marks on the Reverse Rim are very apparent.
