The date is located on the pedestal on which liberty stands. This is a type 2a or 2b, not sure, but definitely not type 1. Standing Liberty quarter 1917-1930. The mint mark on the type 2 was to the right of the lowest star on the left just above the pedestal. The date on the type 2 was recessed some to maintain the legibility of the date. Grade wise this is in the PO-1 or FR-2 range.

It would be on the lower part of the obverse below Liberty. Unfortunately it is worn off of your coin.

Right - if there was a 1.5 grade your coin would be it.

Since the details can't be seen, is it just a like normal quarter?

Look at the post above yours, it is a Standing Liberty quarter
The wear doesn't change the name of it.

Not really - it's a great "type" coin plus the silver content is worth about $15 taking the wear into consideration.
