Hi everyone! I was going through some nickels and I found this 2015-P Jefferson nickel that appears to be flaking in certain areas. Is this considered a lamination error or just PMD? I appreciate any help and advice on it :)

It's PMD. Some kind of substance is stuck on it. Not an error.
