To CCF! Nope, it didn't happen at the mint. It's just environmental staining/toning.

Next time be sure to crop your image WAY down to the coins edge - there is far too much background showing on that image you posted up above.

However, that said, it looks like your cent may have been covered by tape for a time to allow some portions to tone more than others.
