Die chip? or chunk from the size of it.
The 8 appears to have been pressed into the ?chip?, and there are no scratches or tool marks, so I have to assume this was done at the mint.

How does something like this affect the value of a coin? I am sure this coin is only worth face value, but how much could a chip like this be worth on a lower mintage coin?

It's a die chip. There's no premium associated with a tiny die chip.
Error coin writer and researcher.
