2023 Lincoln Shield Cent V Error?

I found this 2023 Shield Cent today and thought I should post pictures of it. Could it possibly be a v error like I have heard of? The coin is off center struck and not in very good condition. When I magnify as much as I can I can see vertical lines in the v and it has a radius that looks tooled in the v. So I'm not sure but thought it would be a good idea to get other opinions.
