i dont think these photos are showing what the actual coin looks like.
typcially TPG's will assign a details grade to coins with stains. its uncertain with these photos whether someone attempted to clean the coin to remove them. however, if you look close at the areas that appear to be rub, in front of the profile, at K1 obv and all the spots on the reverse they all point to someone attempting to remove stains. the likely culprit is something oil based. these cannot be removed.
