Found this in bad shape, but what caught my eye was the Rim, which is beveled inwards.
the band is wide at the bust bottom
weight: 2.3g
thoughts?
and the bubbling is interesting...

Not a wrong planchet, the Lincoln Cent is the only US coin that used a copper plated zinc planchet.
Your cent is suffering from a bad case of zinc rot that will keep getting worse. Get rid of it now.

What would cause you to suggest this is on a wrong planchet?

I see a corroding zinc core cent. Spend it quickly before it rots away!
