The center and the outside ring are struck at the same time, so I'd guess not.

The 1998 proof coin will be silver. Check the outer ring with a magnet.
"Dipping" is not considered cleaning...

Checked the coin with a magnet,and it's not magnetic.
Definitely a silver.
Weight is 8,85 grams.
