2013 P Dime Possible Grease Strike Error

The problem is that in the 1959, the first 9 is partially filled with coin material. Is this an error, a variety or some other variant? I did my best trying to make a good image, but I'm all thumbs when putting a picture in a picture and that sort of thing. It took me an ungodly amount of time to get an arrow pointing at the defect.
