"Heller" was the fractional denomination of the Austrian Empire, so both of these are Austrian notes, not German ones. Waidhofen an der Ybbs (not to be confused with Waidhofen an der Thaya, also in Austria) is situated in what is now central Austria. Loiben is a small town situated in the Wachau valley.
