I've come across a couple of one cent pieces like this one. How can you tell if it was caused when the blank was punched out or if it was done afterwards? How does this effect value if it was caused at the mint?

looks like a clipped planchet and from this deffiniton it happened whem making the blank

There is weakness on the rim about 180 deg from the clip so it looks real to me.

I think its a classic clipped planchet as well.!

I've just realised that I also have a 1972 one cent with the clipped planchet. However, mine has two crescent shapped clips. They seem to be genuine as there is weakness/marks on the rips opposite the clips.

Is it rare to have 2 clips on one coin?

I would not call a double clip "rare" but it is certainly less common and more desirable than a single clip.
