Please let me know if this is normal? His neck its actually caved in where it looks thick. and his collar on his coat is that PMD also? I dont have another 1994 d to compare it with. Let me know.

Looks pretty normal to me. The mint mark is showing split plating and possibly zinc rot.

on the neck could be a short linear plating bubble, and then the MM is showing split plating as mentioned by Errers above.
