I guess it depends on how you define "rare". Since there are 20 coins in a roll of halves, if you found 1 silver it would be 5% chance.
Then you need to factor in the 1965 through 1970 40% silver halves which would be more likely to be overlooked by someone who thought only pre-'65s were silver.
To answer your question simply: Yes - it would be rare to find silver halves roll searching but it does happen and with many people dumping coins back into circulation because of the bad economy, now would be a good time look!
