Lots of reasons. Given it's location we can probably rule out accidental damage - someone did deliberately put that there.

It may be a mount mark - someone could have mounted the coin into a brooch of some kind. Seems odd to mount a copper coin when gold coins are so much prettier, but you never know.

Or maybe someone tried to drill a hole through it, and missed, so rather than make a mess of things with a second hole attempt on this coin, he went and got another pristine cent to try it out on.

how does a hole like that effect the grade? or does the grade stay the same but it get listed as holed ?

Personally, I grade it as if it doesn't have a hole, then say "holed".

As for value, I'd value a holed coin at between two and four full grades below the undamaged catalogue value, depending on how severe the damage is. This usually knocks it down to near bullion/scrap value.

1 cent at best still legal tender I think
