here is a pic of what is left of my 1970 UNC mint set bought it just for the 1/2 but I was shipping out a trade and noticed this this is the Philly set w/ a denver quarter and a frisco nickel and a philly dime is this an oddity

Yotie The nickel and dime are correct in 70 there was no philly nickel minted so they put the "s" nickel and penny in with the philly stuff. The quarter on the other hand should have been a philly(no mm). Just checked this against my 70 mint set (small s). I had a similar issue with State Quarters (2 of the same state in packaging therefore I was missing one state) only it was the same mint. I have never heard of cross mint errors. I don't know if the coins were shipped somewhere and packaged back then or not? They would have at least had to ship the "s" mint coins to philly. Someone who knows more about how the mint packaged items back then may come along and clue us in. Kie

Is that the correct shade of Blue for the Philliy mint ? All mine are very much darker blue.

its the same colour as my 63 mint set on my 2000 its a much darker blue

Just means the original mint set had a packaging error. Intact sets with similar packaging errors normally bring a small premium of a dollar or two unless sold on ebay with excessive hype. In those cases they can bring stupid money from the unknowledgeable.
