How much does contact/bag marks detract from the overall grade of a coin? Lets say you got a minty fresh mint bag of coins that are very lusterous but have bag marks? Would they they still be considered mint state?

G'day, a coin can be "uncirculated" but have bag marks.
A coin without bag marks would have to be graded higher than a coin with some bagmarks; which in turn would be graded higher than one with a lot of bagmarks.
I would expect that the numerical grading system would cope with these distinctions.
The Australian system recognizes three grades above aUnc:
Unc;
ChUnc; and
Gem Unc (= BU; = FDC).
A coin with bagmarks would not be above Unc.

As long as there is no wear they would be mint state
A coin with no wear but loaded with bag marks would be MS60

The coin is in MS condition even with bag marks. The number of marks will determine the numerical grade of the coin as 60 thru 70 with absolutely no marks being a MS70.
