Take a look at Google maps in the harbor - the statue of liberty is in NJ.

My bet is the obverse will be the same as the current quarter.

Well I don't know what they will do with the obverse but the National parks legislation requires that once the program ends the reverse design for the quarter will be a representation of Washington crossing the Delaware.

I think Ellis Island IS in New York, but the Statue is in New Jersey.
