Hello, I found this JFK half bank rolling today, I see its off center but the bottom part of the coin is not cut off. Is this something normal or is this a keeper?

Yes it's off center but for it to have collector value it would need to have part of the design missing or cut-off.

To be considered an off center error, a coin has to actually be off center, i.e. missing design with no rim. Is your coin completely normal on the reverse? If so, then it is only a slightly misaligned die strike(MAD) which is quite common.
