It depends on whether you have an off center coin or a misaligned die strike(MAD). A genuine off center strike will have the design equally off center on both sides while a MAD will just affect the obverse. An off center coin will always have value as an error but a MAD only has a premium if it is so far out of alignment that some of the obverse design is missing.
