How did I miss this one? 
O-112, I think. The locations of the stars are actually a big help; not many 1828 varieties have Star 1 in the upper half of the denticle. All other thigns being equal, I think the definitive feature of this one is the noticeable rotation of the E vs. the S in STATES.
EF40 is my guess at grade. The NGC-slabbed AU53 I used as an attribution aid had more hairlines than this coin shows.
