The blue seems to start on the outer rim on the obverse side and gravitate to the center causing a ring of blue from half the surface to almost all.

I've pulled a lot of blue coins from proof packaging, and have wondered, is it something in the plastic?

Yeah I have a 1963 proof nickel thats toned violet blue.
