I'm not quite sure if they are F's or VF's. So how would you grade these two British Pennies?

I'm no expert on grading, but just for the practise I would say F.

Both have very dark toning which is hidding some of the detail, but from what I can see. I would grade #1 at VF-20 and #2 at VF-30 based on the reverse .
