It looks like someone took a wire brush to it. 
Unfortunately, Marc, there's little use "grading" that coin because no respectable grading service will grade it, except ANACS who will slab it and identify it as "harshly cleaned." Unless it's an extremely rare variant, the coin's value is but a small percentage of what it would have been worth before the cleaning.
The detail on your larger picture (nice photography, by the way) tells me that the Morgan was, at worst, Almost Uncirculated before the cleaning. That would put its' value somewhat over $100. As it is, a collector simply would not purchase the coin, because 1878-CC Morgans are fairly common (for Carson City coins, that is).
It's a shame.
