I went to my local bank today to pick up rolls etc for searching and while there, I asked the teller if she had any loose half dollars, which she said no but she had some Golden $1.00 coins.

She pulled out a bank envelope and along with some other normal coins , this coin was in the envelope.

I promptly gave here a $1.00 bill for it.

It looks like a 2009P Sac Golden Dollar that's missing the bronze outer layer on it.

Its a beautiful dark brown like a real nice regular copper cent would be with sharp details etc.

It weighs 7.99 grams.

Normal wear for a 2009P or a US Mint mistake?

It is just a normal well-toned coin. A standard golden dollar planchet weighs 8.1g and 7.99g would be perfectly acceptable by Mint standards. The golden dollar planchets are clad, not plated, so if the outer layer was missing, the weight would be significantly less.
