A dealer stocking specific dates carded in a 2x2 has to charge more than just silver value, otherwise they would not make any money keeping it in stock. However, I am not sure where you are getting your $8 quarter value. The only Washingtons in low grade that are that expensive are the pre-1940s which should not be considered melt value silver anyway because of their low mintages.
