It's part of a series of medals of US presidents, probably a promotional gimmick from a gas station chain or something like that.

We never confirmed the issuer, but here's another in the same series featuring Harrison, President #23.

It should be noted that since there isn't a "closing date" given to President Kennedy's term of office (like there is on President Harrison's medal), it seems to me to be likely that this series of medals actually dates from the Kennedy period.
