Yep, KM# 11a. Not particularly valuable, my 2006 Krause puts it at $35. With a BV at $46.80 at current silver prices, that estimate is obviously out of date; silver was only at $4.60/oz when it was printed.
I'd put it in the $50 to $60 range.
Of course, back when silver was at that very low price, coins like these caused no end of trouble for the Cook Islands government. Tourists (who may or may not have had links to organized crime) were coming in with suitcases full of coins like this, which they had acquired in their own country, and taking them down to the local bank and getting full face value for them - which was much more than the actual metal value of the coins. If they brought enough coins with them, they could make enough profit to pay for the trip. To put a stop to these "bullion tourists", the Cook Islands government was forced to demonetize most of the pre-1995 coinage produced in it's name.
