I have a couple of these coins and was told that these coins have an "upside down" motto on the rim. I have compared them to a couple of others and the motto is reversed. Do these carry any premium?

Nope, the orientation of the edge lettering is completely random because it is applied in a process separate from the striking of the coin.

I believe because edge lettering is not occur at the same time as front and reverse are struck, then is natural for lettering to appear both ways.

What you want to look for are Washington dollars without any edge lettering at all.
