The fields look very clean and the cheek appears problem free. And it presents enough contrast between the fields and devices to call it Prooflike. You'll have to verify the mirrors for yourself. The pictures aren't great and the strike is a little tough to see, but I think it's a solid MS-63. I also don't think it could make MS-64. By the way, "baggy" is such a great word.
