I have posted this coin before but I dont remember seeing these details on it.

I can't tell if it was overstruck or not. Were coins from this area and date commonly reused when needed?

I see what you mean--traces of letters around the legends.
Lacking specific knowledge of these coins, how might we tell between a retooled die and an overstruck coin?

I wish I knew! If only I could get all the crap off it too but I dont want to attempt it and damage the coin.

I'm not sure either, since I don't have any overstrike coins myself However, I've seen a couple here on CCF and one thing I've noticed....
When a coin is restruck, and the old design (relief) overlaps a design on the die (which is recessed), usually part of the old design is preserved. So, if your coin was a restrike, we might see part of the old design in the legends and coat of arms where those details didn't get mashed down by the new die, right? Since I only see traces of the old design in the fields around the legend, I'm thinking this is either a reworked die or a die clash. Just guesses here--I'd have to do an overlay to be more sure. Look at the bases of the letters in PORTUGAL--I see signs of repunching there. --just my thoughts...

Pertaining to double-struck (or overstrikes), here's a good example of the effect described above.
This Sweden 1805 1/4 Skilling was struck once, the rotated slightly for a second strike.
You can see how the 1 digit on the die struck the 8 in 1805, preserving details of the first strike in the 1 (arrow).

ooooh Thats a really neat one DV. Is that in your collection?

I'd vote for die clash. The letters are backwards - especially the "R" from "regina" underneath the first A of MARIA, and the BIO from "algarbiorum" between MARIA and I. The stuff under the top of the reverse is the clashed crown from the obverse.
