I see the Charlton has 4 different varieties listed. My question is, in what way was each variety issued? Were all the varieties issued in PL and circulation or one way or the other?

Maybe a formatting error on your part, v2 and v3 were released in pl sets.
I know that Charlton lists v4 in PL-65 but Michael Findlay in Trends only lists v2 and v3. I'd sure like to have a look at a v4 PL.

According to ICCS, types 1, 2, and 3 were issued as both MS and PL issues.
The type 4 was exclusively issued as a business strike. The T1 PL's so far certified by ICCS have all been heavy cameo coins. Unfortunately, a great number of 1965 1c coins were certified by ICCS before type designation was made, so we don't have a 100% accurate picture of what's out there.
