looks like it to me, although I'm more of a Morgan guy, I've always like to check the change for things like that..

I have seen that on alot of Washington quarters but not sure if it's a RPM though.

What you have is ejection doubling. Worth the silver value only. The relief features on Washington quarters have soft curved beveling to allow easy release from the die. The mint mark however had much straighter sides and often caught in the die causing this ejection problem.
