Spanish 50 Centimos Of 1949 With A Major Lamination Error?

I got this guy just recently from a junk box. Rather nice condition and still has some luster, but there appears to be a huge error and the reverse, and the obverse is consequently very poorly struck. In fact, it appears to be so poorly struck that the stars that contain the "hidden date" are virtually not struck. So do you agree that this is in fact lamination? Also, how do you think that this affects the value (keeping in mind that the real date is not to be found)
