Because that is the first "proof only" date for the Jefferson nickels (since business strike nickels were made in San Francisco from 1968 to 1970).
I am not saying that I agree with the decision, but that is the logic behind it. They did the same thing with the Lincoln Cent album (proofs start with 1975).
This is the reason why I got the non-proof (7113) version of the Jefferson album. I added an undated page to hold the proofs.
