What's up with the mint mark on this 68D JFK Half.

There is only one listed for 1968 on Coneca (Variety Vista)

I'm not sure if this is an RPM or what caused this?

The coin looks like a Machine Doubling, not the listed error. The double die will have a solid mint mark as it is was not part of the hub. Most likely cause of what you are seeing is a loose die that at the time of the strike the die shifted and caused a shearing effect
