Looks to me to just be very worn on the reverse.Some of the dies for 1922 weren't very good to start with.

Combination of both, look at the reverse rim, it's very worn.

around AG-3 since the rims are definitely wear and not the result of the die wear that caused the weakness in the coin to begin with.
