I was re-checking 2009 Proof sets and noticed that on one of my sets the third group of windows is missing the panes. I posted a normal 2009P PL cent to show the difference.

Is this normal to be missing on the proof cents?

chuckster, both my proof sets, copper and clad, appear the same as yours. Not likely to be a variety.
