Yes, that is a die clash underneath the chin and does not really do anything to the value unless incredibly dramatic. Someone might pay a small premium for a very strong clash but don't expect it to significantly impact the value. On some series, it is almost tougher to find a coin without a clash rather than with a clash- 3 cent nickels in particular are frequently found with clash marks. As for the planchet weight there is some variation to be expected, +/-0.1g is usually the range of variation and yours is close enough to that figure.
