Cant tell if the green spots are verdigris or PVC damage. Thoughts?

Well, PVC damage is verdigris. It forms copper chlorides.

For conservation, follow the polarity ladder. Soak in this order and see if it improves:

1) deionized water
2) acetone
3) xylene

It's definately not going to come clean, the verigris is heavy and pitting has already occured.
