That one's kind of strange. It's not off-center, I don't think, because the obverse and the reverse aren't off center together. It's almost like a MAD twice. The reverse is misaligned completely different from the obverse. I would definitely keep it as at least a curiosity.
I find a lot of these in rolls. Obv. only OC though. with no edge reeding at all. I always believed if no reeding is present that it was broadstruck. Value then would depend on the percentage of the OC
