Randy, I'm very new at all of this, but I've found a couple coins with Cuds.. wait and see what others here say, but I would look at the edge to see if there is any damage that may have pushed the metal up into that area you have circled

Here is a side view. There is no damage to the coin. I have several of damaged coins.

good to have a picture of the edge, the people here know what they are talking about... I read the topics, look at the same pictures they do, and they pick out all kinds of detail I never see.. I'm sure you'll get your answer here soon

What year is this penny? The reason I ask this is that with modern plated coins it's more often plating dysfunction that Cuds per se. Looking at it I think it's a zinc penny that's been copper plated over ... something but I have no way to define further on low res images.

The zinc might have had rim damage before it got copper plated which smoothed it out etc.

If it's a non plated coin and the rim shows no deformation then it's likely a Cud.

Hi Ugly. Thanks for the reply. It is a 1986 penny. Sorry about the low resolution. I have to buy better equipment to take pictures with. A webcam just isn't cutting it.

In that case I'm inclined to think the extra metal existed on the outside of the planchet and was rolled up when the coin was struck but have no way to be sure. Definitely seems to be a mint error but they are hard to diagnose without great pics or coin in hand.

Good for you for finding it.
