I have seen several posts recently telling of people finding rolls of Hot Springs Quarters.

I thought (from reading many other posts) that these coins were not going to be released in full rolls, but were going to be "mixed in" at the Fed with all other quarters. The only full rolls were just the mint wrapped rolls available from the Mint.

Whats the true story?

No, they will still go out in full rolls and boxes, it's just that the banks can't specifically order them. The new quarters will still arrive from the mint in their Ballistic Bags and be dumped in the hoppers for rolling just as before. The first few rolls may be mixed depending on what was still in the hopper when the new coins were dumped in, likewise the last few rolls may be mixed if they dump in mixed coin afterwards, but the bulk of the rolling will be solid rolls.
