Found South Carolina "Coin". . .need Help Identifying

I have found a "coin" of some kind in my garden and have searched far and wide for a like image on the web but have come up empty handed. Has anyone seen this before and could give me an idea of what this is?

I am from South Kackalacky and have not seen this before.
Where are you that you found it in your garden?

The reverse seems pretty generic, listing the state bird, motto, and so on. The front would be generic, with the state name and outline of the state, if not for the words "Fort Sumter".

My 1st guess is it is one from a set of all 50 states. Perhaps Fort Sumter was chosen because it was the most well-known landmark in SC.

My 2nd guess would be it is a tourist souvenir from Fort Sumter.

I have the exact same thing. I found 51 of these today, with 37 different states. In Illinois...in my garden. I'd also like to know what these are.

P.S. How do you get your pictures so clear? I tried with my digital camera but they are all blurry and fuzzy.
