I picked up a 1907 Can. quarter and noticed
it is in the coin alignment and not the medal.
Is this normal for this year ?

Yes. Coinage alignement is normal.

This is normal.
5 cent, 10 cent, 25 cent and 50 cent coins have all had the coin alignment like American coins up until about 1907. Canadian pennies have all had medal alignment since 1858.

Since 1908 all Canadian coins had medal alignment.

Let's make that all Canadian 1 cents have medal strikings since 1858, with some few exceptions, and other Canandian coins since 1908, when the coins were made in Canada.
There are scarce coinage-struck 1858 1 cent, a 1919 5 cent (1 known), a 1968 silver 10 cent (1 known), a 1965 25 cent (1 known), 1967 $1 coin, and 1992 Constitution $1 coins; plus the interesting 1992 NB and NWT, and 2000 Jan and Jun 25 cents with
coinage or 90 degree strikings.

There are also numerous dates with coinage alignment......

What is a reasonable and probable explanation for ONLY 1 coin in a year to be struck that way?
did a mint employee simply "play" around?

HHB, as you know, I own numerous 5 cent coins with the "wrong alignment" including the 1967 and a 62, as well as a 64 65 and 66. For a statement to be made of
"1 of", or "1 known" is simply never correct by the book companies. Just my thoughts on it.
