Has anyone ever come across this coin ?
I know it would be difficult to determine one if circulated some.
Maybe any from a proof set ?
It would look like a PR P mint but it would be a san fran minted
proof with no "S" MM
Above sentence may read confusing as no proofs were minted in philly
for that year.

It would require a LOT of circulation before it would not be easily recognizable as a proof coin. The sharp square rims and edge all the way around on both sides would probably still be present all the way down to VF and possibly lower. Take a look at your pocket change and see how many cents grade less than VF. You will be lucky if any grade that low.
