when ANACS says that coins submitted should be sent in flips without staples...are they referring to the all plastic square that has a flap that flips over it (sometimes has an indentical pocket instead) or are they referring to the cardboard and mylar 2x2's? I was going to submit a couple of coins but wanted to make sure I did it right.

When I send mine I send them in the plastic mylar flips like you speak of.
