I know they add an A after the year is the Secretary or the Treasurer change, but how do they decide if they're going change it to B or just start over with the new year. Like $1 series 1969 D, the positions didn't change 3 times in one year did they?

No they didn't. The 'series' do not translate directly into years.

1969 = 1969-1970
1969A = 1970-1971 This change came about when Treasurer Elston was married and changed her name to Kabis.

1969B = 1971
1969C = 1971-1972
1969D = 1972-1974

it seems as if, though not always, the series year will only change when BOTH signatures change, or obviously the design of the note. in the 1969 series there's the 1969 69a 69b 69c and 69d, each one had 1 different signature and one stayed the same as it's predecessor

it also appears that no more than 3 or 4 years go by without a new series year, but that's likely do to the frequent change of positions anyway.

these are just my observances, nothing strictly factual

the 2003a series however, has some cabral/snow and some cabral/paulson.... at least that's what my book says... I've never seen one!

Thanks guys I was just wondering why there were so many changes back then and recently the series have only been going to A if that

Series suffix change is for the change in Secretary or Treasurer. Series year change is due to 'major design change'. If a design change was made on the $50 note for instance, it would receive a new series designation and all other denominations would receive the new series designation as well, whether or not they changed in design.

No that is not true, although I had always thought that it was. The 1995 and 1999 series $1 notes versus the 1996 big head $100s proves this not to be the case.
