Some countries (such as France) have laws preventing their mint from issuing circulating coins with false dates on them - coins must be dated in the year they were actually struck. 1999-dated euro coins were struck in 1999, then stored until the actual day of release on 1st January 2002. In other countries (such as Germany), most of the "2002" euro coins were actually struck in the period 1999-2001.
